Since discovering that photons do not transmit "energy" but rather code that finds energy in atoms and enhance that existing energy, I realize that maybe there is yet another new law of phsysics related to conservation of Photons

The idea that photons only transmit code and not energy that enhances existing atomic/ sub atomic  material forms of mater and that e=mc2 says it is quite possible if we move what photons do into the realm of 'nuclear physics and energy' and out of the realm of transmitted though space energy that is somehow tied to conservation of energy  then it totally explains wavelength and frequency being wholly properties of the detectors/ mater and not of em photons that never interact with each other in space.  It clears up the problem of mass defect . 

So as these ideas started to sink into my head and I started looking at electro magnetism and photons as code re-layers , which is how we humans often use them, (to transmit radio programs etc)  I re observed candles burning  and other phenomena.  So then I started seeing things in a new way. 
the tendency to see photons as energy transmissions is hard to scrap from the mind.  I looked at solar energy panels and then just realized a night ago that there maybe such a thing as conservation of photons ....we can drop photons entirely from conservation of energy even if we are using a pure infrared heat lamp because we can account for virtually all the energy at the level of atoms and the visible and invisible photons from such lamps are not needed to conserve all the energy in the system at all.  So then photons have their own conservation.  which I now believe is one to one ratio.  Anywhere on the spectrum of em photons convert to a different photon if any  and if not 'retired' or lost due to radiation that becomes so distant it never reaches mater again.  That would still be a one to one ratio.  so if solar panels in their position any second of the day received a million photons per square meter under such and such conditions then the energy they had to produce photons in the entire electric grid where the current goes would equal exactly that many new photons sent into space in what ever reactions happen ...especially resistance or work energy .  I would assume less photons result than are re-radiated from solar panels?  which in that case means some would be 'retired' .  I have no idea what that would mean but then it could be that exactly the same number  go in as ultimately come out in a time delay manner from the entire system?

As I say I have no idea.  this is all new.  new to me even though I am inventing or discovering it.  I continue to research the problem .  I believe that there is conservation of electro magnetic energy / photons separate from chemical physical conservation of energy at the atomic/ sub atomic level.  two different sets of conservation systems now.  And it does seem to be solving basic problems.  Now for doubters , we have this high power laser experiment.  The laser is so powerful and consumes so much electric power it can vaporize a hole though solid steel four meters thick...so we assume naturally that the reason why is energy is being transmitted though space that we put into the laser as photon that have the energy to make the hole.  But not necessarily if that photon laser beam is really just code sent though space in a coherent beam that tells atoms of particular types that they are going to vaporize because of the density of the beam.  of course as the beam hits the steel it turns red and white hot. the atoms actually get hot to vaporize and from that new photon radiation comes off. at what rate?  one for one in the whole system?

No I don't know if photons get retired.  They may actually just be god particles or either that relays code information and not energy itself.  That does not mean they don't pack a punch as we know you get a sun burn from ultraviolet rays or we sterilize apple juice  with ultraviolet .  So how to account for the conservation of energy and have the photons too?  Well all the work is done on site in sub atomic mater so we account for it at the point of radiation not in space where photons have no effect on other photons.  Then we account for the transmission  and interference where the material detectors lie as various kinds of photons strike the same detection panel made of mater.  This makes white light made of the ROYGBIV spectrum composing white light a form of interference between various kinds of photons at the site of detection.  It is really simple then to have a separate conservation of energy and photons then.  photons have no energy until they are reabsorbed / re-emitted any possible distance away from the source so in space they do not get counted in the material conservation of energy leger but they get counted as photon conservation over up to an infinite distance from 14 billion light years away.  Yes I delight in the idea then that there is no Doppler effect on photons and that is all due to refraction and diffraction as light passes though substance areas of space if it does actually suggest objects are moving away from each other? 

Conservation of mass remains intact and energy then even in nuclear action of fusion and fission where but photon conservation is separate ...a different accounting leger.

At the point where a high tension power cable's atoms vibrate as resistance heated that is their energy level in the conservation of energy.  The photons that are of infrared can be counted only if they have some greenhouse effect immediately in the atmosphere except that leads to new radiation of new photons to take their place in delayed fashion.  It helps destroy greenhouse gas global warming theology just as expected.  My suggestion then are no big idea and fully empirical  not just some deduction and inferences..
